QCI 88th Avenue and Rosemary Street Project Analysis

Summary and Background InformationIn January 2012, the Quality Community Initiative (QCI) presented to City Council the results of their year-long process of engaging the community in a series of neighborhood meetings, as well as through mailed surveys, to determine long-term capital improvement goals that are well supported by the committee and the community.  This presentation also included the committee's recommendations for proposed capital projects and funding mechanisms to achieve these goals.  During the February retreat, the City Council discussed the committee's report and recommendations, and recommended further action and analysis be taken for the proposed 88th Avenue and Rosemary Street improvements.

In summary, the 88th Avenue/Rosemary Street improvements include the widening of Rosemary Street to a major collector cross-section from 81st Avenue to 88th Avenue with curb, gutter, sidewalk, drainage, and street lighting.  The total cost is approximately $5 million ($500,000 for design).

Additionally, the 88th Avenue improvements include widening from the I-76 east ramps to just east of Rosemary Street to a 4 lane minor arterial section.  These improvements include curb, gutter, sidewalk, drainage, street lighting, traffic signals, an overpass structure over the UPRR railroad tracks and the O'Brian canal, and re-configuration of the intersection at Rosemary Street.  The total cost is approximately $44.8 million ($4 million for design). Approximately 18 to 24 months is required for the design, and construction would be approximately 24 months.
