Summary & Background
The purpose of this resolution is to authorize award of a contract with Brannan Sand and Gravel, LLC. to perform the 2023 Pavement Management Program within the City rights-of-way, at a cost of $2,891,242.75.

Annually, the City puts together a program to mill and overlay asphalt pavement within the City. The work to be performed under this contract includes mill and overlay of asphalt pavement for street segments provided by the Commerce City Public Works Department.

The Request for Proposal included;

· The proposed 2023 Pavement Management Program recommendations - shared with City Council in a Study Session presentation on 10 April 2023 (see Attachment 1 Presentation and Attachment 2 Proposed Streets for Resurfacing).
· An estimate of the total number of traffic calming speed humps/tables to be installed around the schools in Adams14 and Adams 27J School Districts to meet the intent/direction of City Council provided at its 17 April 2023 council meeting.
- While the exact number of speed tables have not been determined, there is a unit price established in the contract should the number of speed tables be increased after the Traffic Calming Plan for the schools is finalized.
· Resurfacing the asphalt parking lots for the Police Department and Civic Center.

Brannan Sand and Gravel, LLC. was the lowest, responsible bidder. Recommended award of the project is based on the rates proposed by the contractor, including approximately $220,000 for the School Districts’ related traffic calming speed humps/tables (totaling $2,891,242.75) and experience on similar projects.

Upon approval of this Resolution, the next step in the process will be contract signatures and issuance of the Notice to Proceed. Work is planned to begin in June and completed by the end of December.
