Summary and Background Information:
In 2016, the City became an Entitlement Community and now directly receives funding from the Community Development Block Grant (CDBG). As required by the U.S. Department of Housing and Urban Development (HUD), the City works through its Citizen Participation Plan to determine the next five-year plan and determine the 2021 allocation of CDBG funds. The 2021 Annual Action plan (AAP) is contained within the 2021-2025 Consolidated Plan (ConPlan). Both documents will serve as the City’s application for additional CDBG funding from HUD. They will also direct how the HUD allocated funds are spent.

Since January of 2020, City staff began the process of preparing the ConPlan. In October of 2020, Mosaic Community Planning was hired to assist in the preparation of the ConPlan. All of the requirements in the Citizen Participation Plan were met. Together the CDBG Office and Mosaic held 30 public meetings, focus groups, and personal interviews with internal and external stakeholders. These began in January of 2021 and were completed in April of 2021. Due to the pandemic, they were all held virtually. Seventy-three stakeholders and 51 residents attended the 30 input events. Due to the pandemic city staff and Mosaic could not acquire individual surveys from the public. To help compensate for this loss, a public input website was released in early January 2021. This website, , provided the opportunity for residents and stakeholders to share their ideas and comments 24/7 on how to spend the $2.1 million. The website received 297 visits. Attached is a summary of and top 18 responses tallied from the stakeholder input process and the website input.
