A RESOLUTION AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A CONTRACT WITH EST, INC. FOR DESIGN AND PRECONSTRUCTION SERVICES FOR THE 88TH AVENUE WIDENING PROJECT

The 88th Avenue widening project will improve 88th Avenue from Interstate 76 to Highway 2. The improvements will include widening the roadway to four lanes, adding a raised median, constructing turn lanes, and building a signalized entrance to the Mile High Flea Market. In addition, sidewalks, landscaping, lighting, and a drainage system will be added. Phase A construction began in 2025. Phases B and C currently remain unfunded but the City continues to apply for federal funding and most recently submitted a BUILD application and a Congressionally Directed Spending request.
Due to funding limitations, the project has been divided into three phases. Segment A runs from I-76 to the entrance of the Mile High Flea Market property. While design has been ongoing since 2021, staff and the contractor focused on finalizing design for the funded segment, Segment A. To prepare for the construction of Segment B, the contract with WSB, the design consultant for the widening project, needs to be amended to complete the design and right-of-way for the two remaining segments. The amendment also adds construction management assistance for all three segments of the roadway.
