Title

SECOND AND FINAL READING OF AN ORDINANCE ESTABLISHING NEW BOUNDARIES FOR EACH OF THE FOUR WARDS OF THE CITY OF COMMERCE CITY, COLORADO

Body

Summary and Background Information

During the February 6, 2023 public hearing, staff presented Council and the public with an overview of the redistricting criteria and details on the five plans. Council and the public will then have the opportunity to provide feedback on the five plans. Staff hosted the five plans on the City’s redistricting page (www.c3gov.com/redistricting <http://www.c3gov.com/redistricting>) for further public input. Staff took the feedback gathered at the public hearing and through online comments has revised two options for a final map for adoption. Second and final reading of the ordinance will be on April 3, 2023, which will meet the City’s Charter timeline requirement. The new Ward maps will be in effect for the 2023 municipal election and beyond until Council decides it would like to redistrict again or following the 2030 census.

During the public hearing, the majority of Council expressed favorable views of Plans 2 and 3. A comment was also made to explore using metropolitan district boundaries as additional information to draw Ward boundaries around. Staff has drafted two options for a final plan. Option A revises the Ward III and Ward IV boundaries to be along Second Creek. Option B uses metropolitan district boundaries (map attached in the packet for reference) to divide Wards.

The ordinance adopting a final plan is included in the packet. Council will need to decide between Option A or Option B as the final plan.
