Title
A RESOLUTION AUTHORIZING AWARD OF A CONTRACT FOR MONACO PARK RENOVATION TO ELITE INDUSTRIES, LLC
Body
Summary and Background Information:
Monaco Park is a 10-acre park located at 5790 Monaco St. built in 1973. The park has not seen a major renovation since it was built. A Request for Proposals for a renovation was released in Q4 of 2021 and a contract was signed in Q1 of 2022 with DHM Design as the chosen design firm. Concepts were created and public input was received via an online survey and an onsite public meeting in September 2022.

The renovation includes the addition of a small parking lot along Monaco Street, a fitness court, a plumbed restroom, additional accessible entrances into the park, a small play area on the south end, and more sidewalk connections within the park. There will be a complete replacement of the playground (the new playground will be inclusive and have a poured in place surface), basketball court, shelters, tables, and trash receptacles.

A public bid process was completed and Elite Industries, Inc. has been chosen as the contractor for the project. The contract is expected to be finalized by the end of September at which time a Notice to Proceed will be issued and the contractor will have 180 days to complete the project.

Funding includes Adams County Open Space and Conservation Trust Fund (lottery) pass through dollars as well as 2K funds and two Adams County Open Space grants. Funding is sufficient for the current expected cost of the project, but the contract has not been finalized.

Current cost estimate is as follows. Not all costs have been finalized.
Design $161,420
Construction Contract $2,562,970
Items outside contract (collaborative purchasing, water/sanitary taps, etc.) Approx. $1,100,000
1% for Public Art - Approx. $35,000

Total: $3,864,390

Including grants, $5,010,000 has been allocated for the project.
