Summary & Background
The purpose of this resolution is to authorize the City Manager to negotiate a contract with D2C Architects, Inc. for the architectural and engineering professional services for design of the Police Department (PD) Substation located at the northeast corner of E. 104th Avenue and Potomac Street.
The City currently is operating the northern range Police Substation located at 18240 E. 104th Avenue, which is a store front leased space in a strip shopping center. The leased space is not enough area to efficiently and effectively operate a substation in the growing north range.
City Council approved funds for the design and construction of a new PD Substation mid-year 2022. Property was purchased in the summer of 2023 at the northeast corner of E. 104th Avenue and Potomac Street for the PD Substation site (see Project Map).
Work began last summer to clean up the property and demolish the existing structures. Asbestos had to be removed from the home prior to the demolition. After demolition of the structures, the next step is to begin the design of the new PD Substation.
A Request for Proposals (RFP) was advertised in August 2023 for firms interested in providing architectural and engineering professional services for the design of the PD Substation. A staff selection committee ranked the proposals and D2C Architects, Inc. was unanimously selected by the committee.
The PD Substation is estimated to be 25,000 - 30,000 square feet. The structure will be designed to meet the current and future needs of the Police Department.
