Title

A RESOLUTION REGARDING ADOPTION OF FINAL PARKS, RECREATION AND GOLF MASTER PLAN (THE “PARKS PLAN”)

Body

Summary and Background Information

The Parks, Recreation and Golf Master Plan is complete. The final presentation to City Council occurred May 13, 2024 and the plan was posted for public comment from April 26, 2024 to May 17, 2024. This resolution will formally adopt the plan.

Previous presentations to City Council occurred on January 22, 2024 (Findings and Visioning) and May 13, 2024 (Draft Plan). Staff has been working with BerryDunn since June of 2023 to create this document, which has included extensive community and stakeholder outreach.

The PRG Master Plan includes a 5-year focus on operations, a 10-year focus on capital, and a 20-year strategic vision.  This is the first time the city has incorporated all three divisions (Parks, Recreation and Golf) into one master plan.

The PRG Master Plan (Draft Plan) was presented to the Planning Commission on April 2, 2024 with a positive discussion and reaction by the Commission.  Positive discussion revolved around the process, community involvement, and future PRG goals.

The PRG Master Plan (Final Draft) was presented to the Planning Commission on July 2, 2024.  The presentation discussed final PRG theme goals and a review of the Master Plan process.  The Planning Commission approved the PRG Master Plan Final Draft and for the Master Plan to move forward to council on resolution for adoption.
