Summary and Background Information:
The purpose of this resolution is to provide the City Council with an update on the professional services for design of the Police Department (PD) Substation located at the northeast corner of E. 104th Avenue and Potomac Street. City Council approved funds for the design and construction of a new PD Substation mid-year 2022. Property was purchased in the summer of 2023 at the northeast corner of E. 104th Avenue and Potomac Street for the PD Substation site. Work began last summer to clean up the property and demolish the existing structures. Asbestos had to be removed from the home prior to the demolition. After demolition of the structures, the next step is to begin the design of the new PD Substation. A Request for Proposals (RFP) was advertised in August 2023 for firms interested in providing architectural and engineering professional services for the design of the PD Substation. A staff selection committee ranked the proposals and D2C Architects, Inc. was unanimously selected by the committee, and City council approved entering into a contract for professional design services with D2C Architects via Res 2024-001 in February of 2024. D2C, staff from the Police Department, and staff from Public Works have been working to identify the needs of the Police Department and further refine the scope for design services.The structure that is being designed will be created to meet the current and future needs of the Police Department. A community space in addition to office, training, and professional development spaces for Police Department staff, is planned to be included in the design. While the design is anticipated to be complete by December 31, 2025, staff and the consultant have made substantial progress on the project and wish to provide the Council with a status update.
