Summary and Background Information

The city executed a contract with Lotus Engineering and Sustainability to provide environmental consulting services in March 2021 by Resolution No. 2021-07. The scope of work is divided into three phases covering a community-wide GHG inventory; development of a vision for organizational sustainability; development of strategies and policies for community-wide sustainability and health; sustainability and GHG emission reduction policies recommendations; air and water monitoring and policy recommendations for community health and sustainability. As the comment period for Suncor’s water quality permit began, Lotus was tasked with performing an additional water quality deliverable in the form of a review of the permit and a comment letter. Additionally, based on a Council request, a second deliverable will be included in the agreement. Since the execution of the agreement, the City has added two tasks namely:

 

Task 1: Provide a high level review of the Suncor Water Quality CDPS and develop a comment letter to CDPHE. (Completed in January 2022).

 

Task 2: Conduct a municipal Greenhouse Gas (GHG) Inventory baseline.

 

Therefore, staff is desirous of extending this contract through December 31, 2022 to enable the contractor to perform these tasks and that the contract budget be increased by $22,550 to cover Task 1 ($14,550) and Task 2 ($8,000).
