Summary and Background Information:  
The applicant is requesting to rezone their property at 7351 Quebec Street, from R-3 to R-2.  According to the applicant, the property has been used for a single family detached dwelling  since before he bought the property.  The applicant has expressed the desire to construct an addition onto the primary structure to meet the needs of his family.  Before submitting a building permit, the applicant discussed with Staff the standards within the Land Development Code and that the expansion of non-conformities is prohibited.  Therefore, the applicant is requesting to rezone in order to bring the subject property into legal and conforming status, allowing him to expand the primary structure to meet his family's needs.
