Body
The purpose of this resolution is to authorize the City Manager to negotiate a Contract with EST, Inc. for the Design and Construction Management of the Highway 2 Median Between East 72nd Avenue and East 112th Avenue.

Summary & Background
The goal of this project is to improve safety for the segment of Highway 2 between East 72nd Avenue and East 112th Avenue (See Attachment 1 Project map) - with focus most specifically on installing a median and/or barrier along the middle of Highway 2 roadway from Rosemary to 112th Ave.

The Consultant will provide median safety improvements alternatives that can be implemented within the existing footprint of the roadway. In addition, the Consultant will need to accommodate appropriate drainage for potential large rainfall storm events that could conceivably, overtopped Highway 2. In addition, a design charrette/open house is planned during the preliminary design stage to inform the affected community and obtain public input regarding potential median alternatives along the corridor.

Financial Impact: The estimated total of this contract is $576,652.00.

Funding Source: This project was originally budgeted in 2022 for the engineering and 2023 included funds for construction. A total budget amount of $1,250,000 is included in the CIPP plan. This design contract will be funded from Account 395-15-750-365 - Highway 2 Medians in the CIPP budget. Staff is in the process of submitting a grant request to CDOT for their Highway Safety Improvement Plan (HSIP) in the amount of $1,200,000 to supplement the current budget since the anticipated costs could exceed the existing budget depending on the fina...
