Summary & Background
The purpose of this resolution is to authorize award of a 1-year contract, with the option for two (2) renewals, for citywide right of way (ROW) irrigated landscape maintenance and repair services to TWA, Inc. d/b/a Sierra Landscape and Maintenance; the base amount of the contract is $338,463.00 plus additional repairs up to an amount of $80,000.
In November 2023, a Request for Proposal (RFP) was posted to the City’s website. Eight (8) proposals were received to provide ROW irrigated landscape maintenance and repairs. Public Works staff determined the greatest value to the City based on the criteria below:
• Quantity of licensed techs and helpers
• Response time to irrigation emergencies and timely repairs
• Previous ROW maintenance experience
• Comprehension of Scope of Work
• Cost
Results of the initial assessment of RFP responses were compiled, and City staff determined that the respondent whose proposal provides the best value to the City is TWA, Inc d/b/a Sierra Landscaping and Maintenance.

Financial Impact: The base cost to the City for this contract is $338,463 for a 1-year term plus additional services (repairs) up to an amount of $80,000.
