Summary and Background Information:
Council previously directed Staff to develop a workshop on metro district regulations. The purpose of this workshop is to provide Council with information from a broad range of stakeholders and experts in order to inform Council's decision-making process. This item was initially requested through an administrative Council business form by Councilwoman Noble and co-sponsored by Councilman Kim. The initial request read:
Motion to Direct staff to schedule 1) a metro district regulation and service plan workshop for Saturday, August 26, 12:30-4:30 at Bison Ridge Recreation Center for City Council to hear from all interested parties; 2) schedule a metro district regulation and service plan discussion as first agenda item for the August 28 study session; and 3) for the September 11 City Council meeting, a metro district regulation and service plan draft ordinance as first ordinance agenda item, if needed.

Staff has begun developing a framework for this workshop and shared a draft with Council to solicit feedback, which is included in the packet. Staff has worked on revising the framework based on this feedback and has prepared two options for the workshop.

The first option is the option originally communicated to Council. It consists of three meetings: one with residents, one with developers/builders and other stakeholders, and the final workshop. Each meeting will be facilitated by a third-party moderator. The first two meetings ahead of the workshop are designed to solicit input in a smaller setting and ensure that everyone is able to be heard. The third meeting is the workshop, which will bring all parties together to discuss regulating metro districts.

The second option is to forego the initial two meetings and only hold the workshop. The workshop will have the same structure and focus as described above, and will still be facilitated by a third-party moderator.
