Resolution Amending the Directory of City Fees and Charges 2015-02

Summary and Background Information: City will have an entire fee package for review.
• Fee philosophy:
• The city's fee philosophy is that the purpose of fees is to recover costs incurred when providing a specific service, or services, to certain individuals who request the service or create the demand for that service. Since the service(s) provided do not directly benefit the general public, public tax dollars should not pay for or subsidize that specific service. This includes the media.
• Staff periodically reviews the costs for providing the various services and the associated adopted fees.
• Upon completion of a service cost analysis, staff recommends to Council amendments to the Fee Directory so the city can recover the cost of providing the service.
• Fees are set by resolution and the Council will adopt a fee that differs from the service cost when they determine that to be in the general public interest. In a limited number of fees the recommended fee amount is based on an analysis of consistency with surrounding municipalities.
• Staff reviewed other fees and have made recommendations on changes to general fees. The passport photo fee is recommended to be repealed due to the service no longer being provided by the City.
• Community Development staff presented the community development fee changes and new Land Development Code fees to City Council on January 26, 2015 and have updated the fees based on the discussions.
• Parks and Recreation staff presented the parks, trails and shelter fees and outdoor leisure pool fees to City Council on January 26, 2015 and have updated the fees based on the discussions.
• The Directory of Fees provides a handy “one-stop” reference for the City fees, preventing confusion over what are the official fees adopted by the City Council.
