Summary and Background Information

The City has a long history of executing Master Services Contracts with external contractors to handle city-wide custodial and janitorial services. Most recently, The Key People were awarded a one-year contract in 2022 (Resolution 2022-116), along with an option to amend the contract for the years 2023 and 2024. In 2024, this MSA was amended (Resolution 2024-045) to allow continued service through May 31, 2025. However, the current contract with the Key People can be terminated or reduced at any time prior to expiration. The current contract with The Key People is being supplemented by work performed by internal City staff in the City’s recreation centers.  In June of 2023, Council instructed staff to assess the option of bringing custodial services fully in-house. The presentation and associated options that will be presented are a continuation of that direction.

Option 1: Continue hybrid approach with majority of services provided through external vendor contracts. If City Council decides to continue with the hybrid model, staff will prepare to issue an RFP for hybrid services prior to the expiration of the current custodial services contract.

Option 2: Provide all custodial services in City owned facilities with City staff. If City Council decides to bring custodial services in-house, staff will prepare for the transition over the next year with an anticipated in-house services start date in Q1 2025.
