Summary and Background Information:
On May 2, 2022 City Council allocated funding for the "Oasis" Park west of the Buffalo Highlands neighborhood (Ordinance 2388). An RFP was released that included the Oasis, Second Creek Farm Neighborhood Park, and shade structures for the Second Creek Trail and Perimeter Trail. Two responses were received and evaluated, and a Notice of Intent to Award was sent to Galloway with the low bid in August 2022.
Design and public outreach for the parks began in October 2022, with a public meeting held at Bison Ridge Recreation Center on December 6, 2022. A second public meeting was held on March 7, 2023, and a third meeting, specifically for the Oasis, is scheduled for May 2, 2023.
A Visual Preference Survey was completed at the first public meeting and was also available online, with the results being used to create the first concepts for the parks. The additional feedback in March will result in a 60% design being presented on May 2nd.
The initial contract only included the site selection and initial concepts for the Oasis Park, as the exact location of the park had yet to be determined. It would have been difficult to include amounts needed for the complete design and construction drawings without know the location of the park as there are several environmental considerations in the area.
The location is now set, and this amendment will allow Galloway to complete the design as well as the construction drawings for the Oasis.
