A motion for City staff to conduct a review of alternative options regarding the City's current park curfew and present City Council with a comprehensive presentation that outlines the practical impacts of changing the park curfew. The presentation should focus on the following key considerations:
1. Target High-Risk Areas:
Investigate the possibility of limiting park hours in areas that experience a high incidence of crime or other safety concerns.
2. Consider Time-Based Restrictions:
Limiting park access from dusk to dawn, when the risk of criminal activity is higher, would allow for greater park access during daylight and evening hours, when community use is more common and beneficial.
3. Enhance Park Security:
Include recommendations for enhancing park security within the proposed restricted time frames.
4. Only Permitted Events and Activities Beyond Curfew:
The presentation should also consider a policy where only permitted events or activities may extend beyond the curfew hours, including during dusk and dawn.
5. Comparison with Surrounding Municipalities:
