QCI Preliminary Project and Revenue Proposals

Summary and Background Information:
City Council established the Quality Community Initiative (QCI) in the fall of 2011. QCI spent approximately 14 months studying the community's capital development needs, capital repair/replacement needs, annual operations and maintenance needs as well as revenue sources to fund projects and O&M. QCI conducted a community survey and a series of community outreach meetings resulting in their recommendations presented to City Council on January 28, 2013.
Over the last several meetings, City Council has reviewed additional information from staff and the following items will be presented on May 13, 2013.
· Parks and Recreation Project and Cost Analysis
· Transportation Project Cost Analysis
· Revenues
Additional discussion is also scheduled on the Stormwater Utility, based on the presentation May 6. Staff outlined a schedule, and the earliest implementation would be January, 2015.

Staff Recommendation: Continue working on the next steps:
· Narrow down funding strategies and improvement options to test with public
· Collect public input to understand what's realistic and identify ballot initiatives (May/June)
· Conduct public outreach and education campaign regarding ballot initiatives (June - August)
· Ballot language must be certified by September 6, so City Council establishes language prior to that
