Summary and Background Information:
City Council approved and adopted a new franchise agreement with Public Service Company of Colorado on August 6, 2012. One condition of the 2012 Franchise Agreement was that the City would put to a vote of the people the question of whether to grant a new franchise to the company. Council referred the issue to the November 2012 ballot on August 20, 2012. The resolution would formalize city council's support of the referred measure and communicate that intent to voters.
