RESOLUTION APPROVING A  SUBSTANTIAL AMENDMENT TO THE 2016-2020 CONSOLIDATED PLAN’S CITIZEN PARTICIPATION PLAN

Summary and Background Information

A substantial amendment to the City’s CPP is required to utilize the CARES Act regulation flexibilities.  Therefore, the CDBG Office amended the City’s CPP in accordance with HUD regulations.  This amendment applies to the CDBG-CV funds, 2019 Annual Action Plan,  2019 Consolidated Annual Performance Evaluation Report (CAPER), and 2020 Annual Action Plan. 

 

The changes include:

                     minor administrative updates,

                     shortening the public notice and comment periods,

                     allowing virtual meetings,

                     flexibility on printing notices in the Connected Newsletter,

                     clarifying disaster and emergency conditions,

                     only posting of proposed documents on the website, and

                     obtaining regulatory waivers from HUD as allowed and needed.

Financial Impact

None because:

CDBG-CV is a $246,587 grant to the City

Funding reallocations are from funds already awarded to the City

HUD’s CDBG Program and the CDBG-CV special allocation from the CARES Act

Staff recommends the adoption of the substantial Amendment to the Citizen Participation Plan
