Summary and Background Information

Raftelis Financial Consultants, Inc. (RFC) prepared a Development Fee Comparison Study Report to the South Adams County Water & Sanitation District and The City of Commerce City.  This report is a compilation and analysis of development-related costs that are assessed by the District, the City and 11 other comparison communities.

 

The major objectives of this study include the following:

1.                     Research and compile fees associated with new development within the City and 11 other Denver metropolitan area communities.

2.                     Calculate the cost of development for eight different development types within the comparison communities.

3.                     Analyze and compare the mill levies that are assessed within each community.

4.                     Analyze the annual cost of water and sewer service for each of the eight types of development.

5.                     Describe any opportunities to restructure the City’s or the District’s fees.

6.                     Provide an analysis of the potential impact on the City’s and the District’s revenue, if any fees are recommended to be restructured.

The Report summarizes the key findings and observations related to the quantity and structure of development related costs and fees. The presentation is summary of the findings.

It is expected that the results of the report will generate potential future areas for analysis.  Staff will work to outline a potential approach to this future analysis.
