A RESOLUTION AUTHORIZING EXECUTION OF GRANT AGREEMENT BY AND BETWEEN THE CITY OF COMMERCE CITY AND ADAMS COUNTY REGARDING FUNDING FOR PIONEER PARK IRRIGATION SYSTEM REPLACEMENT PROJECT

Summary and Background Information:
At 37 acres, Pioneer Park is the City of Commerce City’s (“City”) largest park. Its many amenities, including baseball/softball fields and batting cages, basketball courts, skate park, splash pad, playgrounds, Paradice Island Aquatic Center, and walking trails make it a popular recreation destination for local residents and visitors. It was built in phases between 2004-2015, and its infrastructure is aging, becoming increasingly expensive to repair and maintain.
On August 30, 2024, the City submitted an Adams County Open Space grant application in the amount of $1,300,000 to replace the irrigation system with an efficient system that will enhance water management and conservation. Upgrading the irrigation system will ensure that the park remains a beautiful green space and residential hub. A match of $1,750,000 is being provided from the Parks, Recreation and Golf Preservation Project Account.
On November 19, 2024, the City was awarded an Adams County Open Space Grant for $1,300,000 for the Pioneer Park irrigation system replacement. The estimated project dates are January 2025 to June 2026.
Adams County agrees to disburse grant funds to the City through reimbursement for the payment of costs upon successful completion of the project, or on a quarterly basis. Itemized reimbursement requests are required for reimbursements. If the project takes two full years to complete, the reimbursement request for the final period of the project must be received by November 19, 2026 to remain compliant with the project completion date. Reimbursements disbursed from Adams County shall not exceed 42.6% of total project costs with cumulative reimbursements totaling no more than $1,300,000 based on a total project cost of $3,050,000.
