RESOLUTION APPROVING THE PUBLIC ART MASTER PLAN FOR THE CITY OF COMMERCE CITY

Summary and Background Information:  
The public art plan is the culmination of a year-long process by the Commerce City Cultural Council to develop a framework that guides the organization's selection of appropriate public artwork that reflects the community's values and culture for designated locations throughout Commerce City.
A public art plan is necessary to encourage public art, formalize a program, establish consistent selection procedures and to manage and maintain art within the city. The public art plan consists of the following elements:
- Background
- Plan Vision and Goals
- Artwork and Site Selection
- Implementation
Cultural Council members presented the master plan during the Feb. 25 city council study session. As part of the discussion,  Cultural Council requested city council consider the following next steps:
- Adopt the public art master plan as presented during March 4, 2013 regular meeting.
- Consider including a percent for public art funding mechanism in the 2014 budget.
- Consider amending the Land Development Code to incorporate public art requirements in private development.

Staff Recommendation:  
Adopt resolution, approving the public art master plan. If council desires to act on the Cultural Council's requests from the study session, two items could be requested following the motion or during administrative council business:
- Direct staff to investigate a percent for public art funding mechanism and present options for council consideration during the 2014 budget process.
- Direct staff to amend the Land Development Code to incorporate public art requirements in private development.
