A RESOLUTION APPROVING THE MEMORANDUM OF UNDERSTANDING WITH ADAMS COUNTY AND SURROUNDING MUNICIPALITIES REGARDING HOMELESSNESS

Summary & Background

Since early 2021, the City of Commerce City has actively participated in the Adams County Regional Working Group on Homelessness. The purpose of this working group is to coordinate each municipality’s homelessness policies and projects to create a network of resources for unhoused individuals across the region, prevent the unnecessary duplication of resources in Adams County, and support each other’s efforts to improve the effectiveness of these resources.

 

The first component of this working group is a commitment to supporting one another via a memorandum of understanding (MOU). This MOU does not commit any Commerce City funds, staff, or resources; the purpose of the MOU is to affirm the City’s commitment to collaboration on solving homelessness at the regional level. The content of this MOU has remained unchanged since January 2022, when staff initially discussed the MOU with Council.

 

This MOU will align the City’s American Rescue Plan Act (ARPA) project with other regional efforts. As a reminder, the City of Commerce City will receive approximately $10.5 million from the federal government’s ARPA funding to support the community and provide significant aid to those adversely affected by the COVID-19 pandemic. Based on Council direction, staff has pursued utilizing a large portion of those funds to provide support, resources, programs, and a navigation center to the homeless community in Commerce City.
