Summary & Background
The purpose of this resolution is to authorize a contract with RME Ltd., LLC d/b/a Elite Surface Infrastructure to perform the 2022 Mill and Overlay Project within City rights-of-way, at a cost of $2,218,865.35.

Annually, the City puts together a program to mill and overlay asphalt pavement within City rights-of-way (ROWs). The work to be performed under this contract includes mill and overlay of asphalt pavement at locations provided by the Commerce City Public Works Department. Street Reconstruction (which includes Elm Street between 69th Avenue - 72nd Avenue and Dahlia Street between 69th Avenue - 70th Avenue) will be awarded separately. The proposed 2022 Mill and Overlay Program Recommendations were shared with City Council in a Council Study Session presentation on 14 March 2022 (presentation attached).

Four bids were received, ranging between $2,218,865.35 - $2,442,70.17. The low bidder, RME, Ltd, LLC d/b/a Elite Surface Infrastructure ($2,218,865.35) was determined to provide the best value for the 2022 Mill and Overlay Project. Elite Surface Infrastructure successfully performed the City’s 2020 and 2021 Mill and Overlay Program projects. Award of the project based upon the rates proposed by the contractor is $2,218,865.35. Mill and Overlay project locations are provided within the 2022 Pavement Management Program Recommendations (presentation attached). Upon approval of this resolution, the next step in the process will be for the contract to be signed and contractor given a Notice to Proceed.
