Summary & Background

The purpose of this resolution is to award of the contract for design and construction services for the Automated Traffic Signal Performance Measure (ATSPM) system to Lighthouse Transportation Group, LLC subject to successful finalization of an appropriate contract on terms acceptable to the City Manager.

 

The City submitted a grant to CDOT and was successfully awarded the grant in 2021 for the implementation of Automated Traffic Signal Performance Measures.  The measures will include replacing controllers at seven existing signals, upgrading detections systems at six intersections, and installation of communications systems at three intersections (Highway 2/72nd Avenue, Highway 2/88th Avenue and Highway 2/96th Avenue), which currently have no communications back to the City’s Traffic Operations Center (TOC).

 

The scope of the project also includes developing performance measures at all signalized arterial corridors.  The performance measures are developed utilizing a software based on the traffic flow through each intersection.  The goal of deploying the performance measures is to develop traffic signal timing plans making the operation of the traffic signal more efficient thus reducing delay and improving air quality, travel time, and reliability for all modes of mobility traversing the intersection.

 

The total estimated cost at the time of the grant application was $237,000, and CDOT was to contribute 80% ($189,600) of that cost with the City’s estimated match being $47,400.  The bids have subsequently come in higher than the original estimate; the cost from the lowest responsible bidder is $412,773.  Therefore, the cost to the City, after CDOT reimbursement will be $223,173 since CDOT’s contribution is capped at $189,600.  The increased cost is contributed to cost escalation and inflation since the initial cost estimate was developed in 2020 for the grant.

Financial Impact:                      The estimated total of this contract is $412,773.

 

Funding Source: The project will be funded from the CIP Budget Traffic Signal Program, and there are available funds to cover the additional cost to the City in this account.  CDOT will reimburse the City for $189,600.
