A RESOLUTION IN SUPPORT OF NORTHERN INFRASTRUCTURE GENERAL IMPROVEMENT DISTRICT BALLOT ISSUES 6A AND 6B

Summary & Background
Voters in the city’s northern range will see two related questions on future infrastructure construction on their 2021 ballot. The Commerce City Northern Infrastructure General Improvement District (NIGID) is seeking approval of Issues 6A and 6B in order to fund a variety of new capital improvement projects in the northern part of the city.
- Issue 6A requests authorization to use tax revenue not needed for debt payments to be used for capital projects on a pay-as-you-go basis.
- Issue 6B requests authorization to issue debt up to $295 million over multiple years.
The passage of Issues 6A and 6B will not increase the NIGID mill levy (currently set at 20 mills) or change existing tax rates for residents and businesses in the district. If passed, these ballot measures will allow the NIGID to take on additional debt in phases. As NIGID revenues grow due to new development, the district will issue new bonds to pay for capital projects once enough revenue becomes available to repay them.
Proposed capital projects to be funded by these revenues include:
• Improving/widening roadways such as:
• E. 96th Avenue
• E. 112th Avenue
• Chambers Road
• High Plains Parkway (connecting Tower Road to Buckley Road)
• Potomac Street (96th to 104th avenues)
• Constructing new public safety facilities (i.e. a northern area police substation) and other public facilities.
• Parks and recreation facilities and trails such as:
• All-inclusive outdoor park adjoining Bison Ridge Recreation Center
• Trail along Second Creek connecting to the Bison Ridge Recreation Center
• Drainage improvements for Second Creek
The benefit to the Commerce City northern area is the funding of needed public improvements to enhance public safety and the transportation network, prevent flooding, and add parks and recreation amenities.
