Title

A RESOLUTION AUTHORIZING EXECUTION OF GRANT AGREEMENT BY AND BETWEEN THE CITY OF COMMERCE CITY AND ADAMS COUNTY REGARDING FUNDING FOR PARADICE ISLAND AQUATIC FACILITY LEAK REPAIR AND RE-PLASTER PROJECT

Body

Summary and Background Information

Paradice Island Aquatic Facility is the city’s outdoor game-themed leisure pool located at the east end of Pioneer Park at 5951 Monaco Street. The two-acre center features a 5,000-square-foot zero-depth leisure pool, three water slides, a 250-foot lazy river, a 1,700-square-foot toddler pool, activities pool for lap lanes, shaded areas and play structures.

Due to persistent leaks in the water lines, the Paradice Island Aquatic Facility faces functionality, maintenance and sustainability issues. Professionals have recommended a comprehensive waterline replacement project to enhance water efficiency, reduce maintenance costs, and contribute to a more sustainable facility.

On March 29, 2024, the City submitted an Adams County Open Space grant application in the amount of $1,000,000 for the Paradice Island Aquatic Facility leak repair and re-plaster project. This project includes a comprehensive waterline replacement and re-plaster of three pools. A match of $3,261,986 is being provided.

On July 9, 2024, the City was awarded a Adams County Open Space Grant for $1,000,000 for the Paradice Island Aquatic Facility leak repair and re-plaster.

Adams County agrees to disburse grant funds to the City through reimbursement for the payment of costs upon successful completion of the project, or on a quarterly basis. Itemized Reimbursement Requests are required for reimbursements. If the project takes two full years to complete, the Reimbursement Request for the final period of the project must be received by July 9, 2026 to remain compliant with the Project Completion Date. Reimbursements disbursed from Adams County shall not exceed 23.46% of total project costs with cumulative reimbursements totaling no more than $1,000,000 based on a total project cost of $4,261,986.

City Manager Rogers will sign the Adams County Open Space Grant Agreement.
