A RESOLUTION AWARDING THE CIPP PROJECT FOR CONSTRUCTION OF THE MUNICIPAL SERVICES CENTER (MSC), EAGLE POINTE RECREATION CENTER, AND CIVIC CENTER ELECTRIC VEHICLE CHARGING STATIONS TO HIGH PLAINS ENERGY, INC. DBA PINNACLE ELECTRIC & CONSTRUCTION CORP. 2023-19-PW

Summary & Background

The purpose of this resolution is to authorize the City Manager to negotiate a Contract with High Plains Energy, Inc. dba Pinnacle Electric and Construction Corp. for the installation of five (5) Dual Port Level II Electric Vehicle Charging Stations at three city facilities for public and employee use to include one (1) at the Municipal Services Center, two (2) at Eagle Pointe Rec-Center, and two (2) at the Civic Center.   

 

Contractor will purchase and install Level II, Dual Port Electric Vehicle (EV) Charging Stations to serve electric vehicles at the Municipal Service Center (MSC), Eagle Pointe Recreation Center, and Civic Center. This project will provide EV charging locations to support the public and employees who frequent these facilities daily.  ADA accessible spaces will be provided with this project.  The City will complete construction at all three sites within 75 days after Notice to Proceed is given and delivery of the charging stations has been accepted.

 

Depending on current electrical demand and factoring additional proposed loads from EV charging stations at each site, Xcel Energy may require electrical service and/or transformer infrastructure upgrades.  The scope of this contract includes the contractor assessing each location to determine if any electrical service and/or transformer upgrades are needed. Public Works is also pursuing whether our project would be accepted under the Electric Vehicle Supply Infrastructure (EVSI) Program with Xcel, which would cover all or the majority of any upgrade costs that would be in addition to the financial impact amount below. If upgrades are required and the City qualifies for the EVSI Program, it will add up to nine to twelve months to get the charging stations fully operational. Otherwise, the City would be responsible for the upgrade costs, which could total up to $400,000.

 

The City was awarded grant funding from Charge Ahead Colorado in 2022, as a result of the competitive Electric Vehicle Supply Equipment (EVSE) Incentives Request for Applications (RFA).  This $9,000 grant will help fund the EV Charging Station at the Municipal Services Center.

Financial Impact

The estimated total of this contract is $283,955.00.

 

Funding Sources

Commerce City will utilize two sources of funding for this awarded project:

 

1) The City was awarded grant funding from Charge Ahead Colorado, as a result of the competitive Electric Vehicle Supply Equipment (EVSE) Incentives Request for Applications (RFA); and

 

2) 2023 City Manager’s Office Contingency Fund à 010-15-409-731-000 

 

Staff Recommendation:

Approve a Resolution 2023-094 authorizing the City Manager to negotiate a Contract with High Plains Energy, Inc. dba Pinnacle Electric and Construction Corp. for the installation of five (5) Dual Port Level II Electric Vehicle Charging Stations at three city facilities for public and employee use to include one (1) at the Municipal Services Center, two (2) at Eagle Pointe Rec-Center, and two (2) at the Civic Center.
