Title
A RESOLUTION AUTHORIZING AWARD OF CONTRACT FOR REPLACEMENT OF POOL DEHUMIDIFICATION UNITS TO FRONTIER MECHANICAL, INC.
Body
Summary and Background Information:
The purpose of this resolution is to authorize the award of a contract for replacement of two Pool Dehumidification Units (PDUs) and ancillary equipment at the Eagle Pointe Recreation Center to Frontier Mechanical Inc. The amount of the contract is $998,900.
Eagle Pointe Recreation Center houses a therapy pool and a lap pool.
• The therapy pool is currently served by a pool dehumidification unit, manufactured by Trane - specifically a Xetex® Series unit (installed in 2018) - designated as PDU- 1.
• The lap pool is currently served by two Dectron-brand units (installed in 2008) - designated as HRU-1 and HRU-2.
The goal of this project is to replace Dectron units HRU-1 and HRU-2 with two Trane Xetex® Series units - to be designated as PDU-2 and PDU-3.
In April 2020, the City hired a mechanical engineering firm to assess the condition of HRU-1 and HRU-2 and to deliver an asset condition report related to these units as well as the ancillary equipment that works in conjunction with these units.
• The assessment report recommended replacement of both HRU-1 and HRU-2, existing rooftop exhaust fans, remote condensing unit as well as the interior ceiling circulation fans. Furthermore, the report recommended replacement of the existing air distribution system inside of the pool natatorium with an engineered solution rather than a like-for-like replacement.
In October 2021 the City advertised a Request for Proposals (RFP) on the Bid Net website and the City’s website, the approved budget for this project is $1,000,000.
• The solicitation requested a cost proposal from qualified firms to develop a detailed design for, and replacement of, the lap pool dehumidification system - specifically HRU-1 and HRU-2. In order to maintain equipment uniformity within the building, the RFP specified Trane Xetex®-Series units as preferred equipment for the project - with two other brands as alternatives that may be considered.
The anticipated project start date is September 6, 2022 with an end date of October 4, 2022.
• The project timeline and facility shut down has been coordinated and scheduled to occur during the planned annual shut down of the Eagle Pointe Recreation Center to minimize impact to the site operations, event programming, and community patrons.
Two proposals were submitted/received November 4, 2021 deadline/public bid opening.
• After review of the submitted proposals by City staff and an independent mechanical engineer, City staff selected Frontier Mechanical Inc. to perform this project - at a total contract cost of $998,900. The other proposal bid a total contract cost of $1,226,375.
City Staff desires to enter into an agreement with the Contractor to facilitate a timely design of the new system and procurement of the PDU units - which currently have a 6-month production lead-time.
