Summary & Background

This presentation to Council is to provide an Environmental Policy and Oil and Gas update relative to:

 

•                     Lotus Engineering Contract Deliverables and Progress

•                     Environmental Policy Advisory Committee (ECAP)

-                     Draft recommendations for various sectors

•                     Information regarding the Suncor Refinery and its operations

•                     Legislative Updates & Regional and State Environmental Protection Leadership

•                     Colorado Oil and Gas Conservation Commission (COGCC) Regulations & Applications

 

As requested, staff has included a revised database that lists air exceedances in the past month. The entire database chronologically documents exceedances for the last nine quarters; exceedances by pollutant type; emission code information, air monitoring results during select exceedances and water permit violations, and any notifications required by the EPCRA law (See Attachment A). As requested by Council, the data includes a complete list and the root cause and a listing of any exceedances registered on the community ambient air monitors. Different monitors throughout the community include regulatory monitors on site and ambient air monitors that record off-site levels. The exceedances include the date and time of exceedance, the set limits per pollutant, and the amount above permit requirements. Information about the exceedances is from multiple sources, including Suncor, CDPHE’s water database; CDPHE’s air database; Montrose community air database, and EPA’s EPCRA database
