Summary & Background
At the March 14th study session the City Council introduced the idea of constructing an oasis directly south of 96th Avenue at its intersection with Buckley Road. The purpose is providing amenity opportunities in addition to the Second Creek Farm neighborhood park for Buffalo Highlands residents. The Council provided direction to include the small park concept for consideration as part of the 2023 Capital Improvement and Preservation Plan (CIPP) process.
After hearing continuing concerns from Buffalo Highlands residents, the Council re-engaged the matter to look at accelerating the park concept at the March 21st regular meeting. The Council gave direction to prepare a budget reappropriation up to $2 million for the design and construction of a park at the desired location. At a high-level, staff would undertake the park concept in a phased approach.
Initially, it is staff’s intent to utilize $300,000 of the appropriation to secure a landscape architecture and design firm. The scope of work would be to assist staff with community engagement and developing design scenarios that determine priorities and establish expectations on amenities that can be delivered at the location. Once staff has an initial design(s), it is contemplated the concepts will be presented at a future Council meeting to receive additional direction on construction and refining the funding appropriation.
