A RESOLUTION AUTHORIZING THE SUBMISSION OF THE CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER) FOR THE 2022 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM YEAR

Summary and Background Information

In 2016, the city became an Entitlement Community and now directly receives Community Development Block Grant (CDBG) funding form the Department of Housing and Urban Development (HUD). HUD requires, the City to submit an annual CAPER to publicly account for how the CDBG funds were utilized in the prior Program Year. CDBG’s fiscal year is October 1 - September 30.

Eligible uses for CDBG include; Public Improvements, Public Facilities, Rehabilitation of Residential and Non- Residential buildings, Acquisitions of land or real property to be used for eligible purposes, Economic Development Activities, Public Service and Planning and Administration. Funding must target low to moderate income individuals, households and neighborhoods (80% Area Median Income and below).

 

Each year, the CAPER is due to HUD 90days after the end of each CDBG Program Year. This equates to December 29, 2023. Per the City’s Citizen Participation Plan, the following steps were taken:

 

1.                     Draft the 2022 CAPER.

2.                     Publish the draft 2022 CAPER on the City’s CDBG webpage and provide physical copies around the Core City for public review. Consider any comments submitted.

3.                     Publish the draft 2022 CAPER in the newspaper, newsletter, website and others a notice to review and comment on the draft 2022 CAPER. This starts the required minimum 15-day public comment period which will end on December 11th, 2022 at 4pm.

4.                     Hold a Public Hearing on the draft 2022 CAPER and consider any additional comments from the public, December 18, 2023.

5.                     Present the 2022 CAPER to the City Council for submittal to HUD - scheduled for December 18, 2023.

6.                     Post the approved 2022 CAPER on the City’s website.

7.                     Submit the 2022 CAPER to HUD in the IDIS software by December 28, 2023.
