RESOLUTION APPROVING AN AGREEMENT WITH FELSBURG HOLT & ULLEVIG, INC. FOR SECOND CREEK DRAINAGE, POTOMAC AVE. & 112TH AVE. PRELIMINARY & FINAL DESIGN SERVICES

Summary and Background Information:
A Request for Proposal (RFP) for Second Creek Drainage, Potomac Ave. & 112th Ave. Preliminary and Final Design Services was published on July 13, 2015. There were four addenda issued to the RFP, none of which changed the proposal due date. In response to this RFP, nine proposals were received on August 20, 2015, the due date established by the RFP.

Following a detailed review of the proposals, the Selection Committee met on Tuesday, August 25, 2015 to discuss the proposals and recommend firms that should be invited to an interview. The
Selection Committee consisted of:
• Maria D’Andrea, Director of Public Works
• Mike Brown, Parks Planning and Operations Manager
• Tim Siedlecki, CH2M, Landscape Architect
• Bob Schenk, CH2M, Project Manager
The RFP (Section 7, Selection Process) provided for the Selection Committee to select a short list of finalists to present their concepts to the Selection Committee. The RFP further stated that the City may conduct formal interviews of the top three respondents.
Proposals were scored on several criteria, including cost. Following a thorough discussion of each proposal, the Selection Committee determined there were four Respondents with sufficient technical merit and acceptable fee proposal that merited invitations to a formal interview. This outcome was discussed with the City’s Legal Representative (Robert Sheesley) following the meeting to ensure that interviewing four firms was acceptable. Legal confirmed that this was acceptable.
The Selection Committee identified the following four Respondents to be invited for a formal interview

• Merrick & Company
Per the RFP, interviews were held on Wednesday, September 2, 2015 at the MSC building. Following the interviews, the Selection Committee discussed the results of the interviews and determined that Felsburg, Holt & Ullevig (FHU)) provided the best value to the City considering their technical understanding of this complex project, the expertise of the team they assembled, and their ability to meet the construction schedule necessary for the City. All but one of the respondents submitted fee proposals that were deemed acceptable to perform the work. While not the lowest, the Selection Committee determined that FHU adequately addressed all of the critical issues and included fees to cover these items including coordination with external agencies as necessary (USACE, FRICO, UDFCD, etc.), necessary public communication, and an iterative design process. As this is a time-and-materials contract, not a lump sum fee, staff will manage the contract to ensure that efforts are reasonable and focused on delivering the project at or below the contract amount.
Schedule:
The initial design period of approximately six months would have the non-floodplain portion of the work ready to go to construction by the end of March 2016 and be complete by Q2, 2017, meeting the commitments the City made under the purchase of Parcel O. The permitting process for the remaining portion of work within the floodplain is expected to take until late 2016. All remaining construction is to be completed by the end of 2017.
