Summary and Background

96th Avenue was identified within the City of Commerce City’s 2010 Transportation Master Plan as a recommended candidate for highway widening to provide capacity improvements. 96th Avenue is classified as a minor arterial throughout the study area, and was subsequently planned to be a four-lane roadway with a landscaped median.  The two westbound lanes were constructed in 2013 from Chambers Road to Tower Road. 

On August 15, 2022, City Council approved a resolution awarding a contract for design and preconstruction services for the 96th Avenue Widening Project. Staff worked with the design contractor on the design of the project until July of 2024. The Project will construct the planned landscaped median and the two eastbound lanes. The construction will include: (1) street lighting, (2) storm sewer infrastructure, (3) drainage improvements, (4) traffic signals at Chambers Road, Landmark Drive, Reunion Parkway/Telluride Street, and modifications to the Tower Road traffic signal, (5) landscaped medians, (6) irrigation, and (7) installation of pull boxes and conduits for a future City fiber optic backbone that will connect all of the City’s traffic signals and cameras to the City’s traffic command center. In addition to the roadway improvements that the City needs, South Adams County Water and Sanitation District (SACWSD) intends to install a 12-inch irrigation water line, a 12-inch potable water line, a 2-inch fiber line, and a 36-inch water transmission line. An intergovernmental agreement between SACWSD and the City, is currently being negotiated to outline the funding approach for SACWSD’s portion of the project and is anticipated to come before Council for approval in December of 2024.

The City advertised the full project (City and SACWSD improvements) on August 2, 2024. The City received eight bids for the project. The recommended bid for the project came from JHL Constructors, LLC. and totals $16,751,609.09, excluding costs that will be associated with construction contingencies, construction management, potential sound walls, and a pedestrian underpass. In addition, the construction of the SACWSD improvements total $11,402,531.80. Construction management responsibilities and funding are currently being discussed between the City and SACWSD and the contract for construction management will come before Council for approval in November of 2024. The findings of the Sound Wall Study will be discussed with Council in early 2025, and staff will seek direction regarding installation and funding of the possible sound wall during that meeting. Finally, the pedestrian underpass will be bid out in early 2025. Once bids are received for the underpass, staff will discuss funding that phase of the 96th Avenue Widening Project with Council.

This project will require consultant services to manage the construction, required inspections, and for materials testing services to verify the proposed improvements are constructed in accordance with the construction plans and specifications.  The purpose of this resolution is to authorize the City Manager to negotiate and award a contract for the construction management, inspection, and materials testing for the construction of the improvements for the East 96th Avenue Widening, Chambers Road to Tower Road project.
