Summary and Background Information

To ensure the City’s Comprehensive Plan continues to be a useful policy document that represents the vision and collective desires of the community, the city is pursuing a comprehensive update to the plan to respond to changing conditions and community values.

 

As a part of the update process, staff will be providing updates to City Council, alternating in-person and written correspondence.

 

For Step 1: Project Initiation, staff conducted the following outreach initiatives:

 

•                     Staff Working Group Meeting

•                     Citizens Advisory Committee (CAC) and Technical Advisory Committee (TAC) Meeting

•                     Elected and Appointed Officials Roundtable

 

For Step 2: Community Engagement, staff conducted the following outreach initiatives:

 

•                     Community Engagement Workshop (4)

•                     Pop-Up Engagement (2)

•                     Key Person Interviews (11)

 

      For the month of May:

 

•                     Staff and the hired consultant for the Comprehensive Plan update, Houseal Lavigne are wrapping up Step 4: Existing Conditions Analysis. An Issues & Opportunities Report (IOR) has been provided and is being reviewed by the Citizen’s                           Advisory Committee (CAC) and the Technical Advisory Committee (TAC), in addition to staff.

 

•                     Business Workshops have been conducted, 1 in Spanish, 1 in English in order to receive feedback on the Comprehensive Plan from the business community. Feedback from the business community will be used in the plan update.

 

•                     The Community survey and mapping tool is still available for an easy way to give input to the Comprehensive Plan.

 

•                     DIY Workshop Kits are now available for anyone to plan a workshop with other passionate citizens, friends, colleagues, or family to receive feedback on the future development of the City. Anyone interested in a kit can contact City Planner,                          Jamie Rice at jrice@c3gov.com or 303.227.8782. Participants will be entered to win raffles (i.e. gift cards and recreation facility passes).  DIY Kits will be available until late summer/early fall.

 

For the month of June:

 

•                     The Comp Plan Update process is currently at Step 5: Community Vision, Goals, and Objectives.

 

•                     Visioning Workshops have been scheduled. A community-wide Visioning Workshop is scheduled for June 10, 2021 at 6:00PM. The workshop will be held virtually, a zoom link to register has been posted to the project website and event                           postings on the City’s social media platforms.

 

•                     A joint City Council/ Planning Commission Visioning Workshop is scheduled for June 14, 2021 at the regular scheduled 6:00PM City Council Hearing.

 

•                     Visioning Display Boards have been placed in the following locations and will remain until the Visioning Workshops.

o                     Civic Center

o                     Bison Ridge Recreation Center

o                     Eagle Pointe Recreation Center

o                     Paradise Island Pool

o                     Fronterra Community Park

o                     Veteran’s Memorial Park

o                     Buffalo Run Clubhouse

 

•                     Citizens Advisory Committee and Technical Advisory Committees will meet in June to review the Issues and Opportunities Report.

 

•                     Staff will begin Step 6: Subarea Plans and a Subarea Visioning Charrette. Up to three (3) subareas will be identified for the development of more detailed Subarea Plans. A subarea visioning charrette, which will also feature a Spanish-                         speaking interpreter, will focus outreach as a basis for community discussion.
