Summary & Background

The purpose of this resolution is to authorize the execution of an Intergovernmental Agreement by and between the City of Commerce City and the Colorado Department of Transportation for 112th & Havana and 72nd & Locust Improvements.

 

The City applied for a Highway Safety Improvements Program (HSIP) grant in 2020 to make improvements to the intersections of 112th & Havana and 72nd & Locust (see Attachment 1 Project Maps). The improvements will promote safer travel for drivers and pedestrians.

 

This project proposes to re-stripe the westbound (WB) approach of the intersection to allow for separate left, thru and right turn lanes, and extend the WB thru lane straight thru the intersection before merging it back into the existing thru lane of traffic prior to the railroad tracks. This improvement may require right-of-way (ROW) acquisition for one parcel.

 

The benefit of this improvement is two-fold: 1) when traffic queues as the result of a train crossing, southbound (SB) vehicles can inch their way into the queued WB thru traffic and the new striped median would provide a buffer for them to see oncoming eastbound (EB) traffic, 2) improving left turn lanes at intersections is a proven strategy to increase safety at intersections and decrease delay for thru traffic to improve the level of service of the intersection.

 

72nd Avenue & Locust Street (Northbound)

 

Based on discussions with residents and businesses in the area, staff proposes to build a concrete barrier restricting access from Locust Street northbound (NB) onto 72nd Ave. For vehicles wanting to make this movement, they can easily access Monaco Street just 250 feet east of this intersection. Staff has also discussed this improvement with the Library and gained support for these improvements. There could be additional traffic thru the Library parking lot until the local residents and business patrons learn the new travel pattern. However, staff will monitor the condition once the projects are complete.

 

Once the IGA is executed by the City and CDOT, the Request for Proposal will be developed and issued to obtain a consultant for the engineering design. The design is anticipated to be complete in the summer 2023 with construction beginning the fall 2023 and complete in the spring 2024.

Financial Impact: The total cost of this contract is estimated to be $231,000, with the City’s responsibility being $23,100. Any costs exceeding the estimated cost are the responsibility of the City’s to pay.

Funding Source: The funds have been appropriated in account 395-15-750-367 HSIP Grant Matching Funds in the CIPP fund.
