Summary and Background Information:

The purpose of this resolution is to authorize the City Manager to negotiate and award a contract to construct the Potomac Street Bridge over the O’Brian Canal. The current Potomac Street bridge over the O’Brian Canal is a one-lane structure in very poor condition.  The most recent report gives the bridge an overall sufficiency rating of 5.3 out of 100. The decision was made to reconstruct the bridge as a two-lane structure. In 2020, the City executed an Intergovernmental Agreement with CDOT for the design and construction of the bridge.  In the agreement, CDOT is obligated to contribute 80% of the cost of the bridge up to a total CDOT contribution of $760,000. In June 2020, the City executed a contract with Alfred Benesch & Company for the design of the bridge. Several agreements were required to allow access to construct the bridge, including one with the Farmers’ Reservoir and Irrigation Company (FRICO).  The agreement with FRICO was completed in March 2024. The City posted a Request for Bids for construction of the bridge in October and bids were received on November 4, 2024. Eight bids were received and Jalisco International, Inc. was the low responsive bidder at a total cost of $1,594,624.95

Staff Recommendation: Approve a resolution authorizing the City Manager to negotiate and finalize the details of a contract with Jalisco International Inc., including final pricing and payment terms, consistent with the agreement with the Contractor.
