A RESOLUTION AUTHORIZING INTERGOVERNMENTAL AGREEMENT WITH URBAN DRAINAGE AND FLOOD CONTROL DISTRICT REGARDING FUNDING OF MAJOR DRAINAGEWAY PLANNING FOR BUFFALO RUN TRIBUTARY

 

Body

The purpose of this resolution is to authorize the City Manager to enter into an IGA with the MHFD for the development of a drainageway master plan report for the Buffalo Run Tributary.

 

Summary & Background

The Buffalo Run Tributary is a south-bank tributary to Third Creek and originates upstream of East 112th Avenue between Buckley Road and Chambers Road. The Buffalo Run Tributary is the drainageway that runs through the Buffalo Run Golf Course. The Buffalo Run Tributary is rapidly changing from mostly agricultural to an urban setting. The Buffalo Run Tributary watershed is 1,561 acres and has never been studied in detail. In recent years, the Buffalo Run Golf Course has experienced some flooding during storm events. After these events, the water sits in low areas on the course and then must be pumped to a storm sewer system that ultimately drains to the regional detention pond located at 120th and Laredo. The purpose of this study is to evaluate the Buffalo Run Tributary and provide suggested drainage improvements through the Buffalo Run Golf Course.

Financial Impact: The total of this IGA is $250,000.  MHFD is contributing $75,000, Commerce City is contributing $175,000.  The City’s portion of the project will be funded through the Buffalo Run Drainage Impact Fee Fund.

Staff Recommendation:

Approve the Resolution Authorizing Execution of an IGA by and between the City of Commerce City and the Mile High Flood District for the Development of a Drainageway Master Plan for the Buffalo Run Tributary.

Suggested Motion: I move to approve the Resolution Authorizing an Intergovernmental Agreement with Urban Drainage and Flood Control District d/b/a Mile High Flood District (MHFD) Regarding Funding of Major Drainageway Planning for Buffalo Run Tributary.
