Summary and Background Information

The Commerce City Information Technology Department is seeking to enter into a contract with OpenGov Inc. to use and expand the Cartegraph Asset Management System. The Commerce City Public Works department has used Cartegraph for Asset Management since 2016. In 2018, the city entered into a new agreement with Cartegraph to expand the use of the asset management tools within Public Works. Since then, small and incremental expansion efforts have been made. Due to the success in these expansion efforts, the ability to capture asset data, and the ongoing and increasing need to capture and manage the city's various assets, additional expansion efforts are needed to include the Fleet and Parks modules. Additionally, increasing licenses to an unlimited model will allow for the expansion of these modules and increase the utilization of the system. To support this expansion, OpenGov will provide implementation services and ongoing support. The expansion of the Cartegraph Asset Management System aligns with the City Council goal of Infrastructure and Transportation by supporting city staff in the management of assets through the planning, development, and maintenance of the cities Infrastructure and Transportation assets. Additionally, the goal of Public Health and Safety is supported through the management of the cities storm water infrastructure, sidewalks, streets, and parks. 

 

Solicitation Activity: The City will use cooperative purchasing through Carahsoft Technologies using the State of Colorado NASPO agreement in accordance with the City's procurement policy. This pricing is competitive and includes pre-negotiated discounts.

Financial Impact: $728,478 over the term of 5 years

Funding Source:  Public Works approved budget and Information Technology approved applications software budget

 

Staff Recommendation:  Staff recommends moving forward awarding the contract to OpenGov Inc. for Asset Management Licensing, Support, and Implementation Services subject to finalization of the contract and executed by the City Manager.
