RESOLUTION AUTHORIZING EXECUTION OF INTERGOVERNMENTAL AGREEMENT BY AND BETWEEN THE CITY OF COMMERCE CITY AND THE COLORADO DEPARTMENT OF TRANSPORTATION

Summary and Background Information:
Resolution No. 2016-56 authorizes the city manager and the city clerk to sign an intergovernmental agreement, substantially in the form attached on behalf of the city.
Project Description:
Commerce City, in partnership with Adams County and the City & County of Denver, received a $700,000 federal grant from the Denver Regional Council of Governments (DRCOG) to conduct a North Metropolitan Industrial Area Connectivity Study that will identify critical travel sheds on the state and interstate highway system, and the local arterial and major collector street system, west-to-east from I-25 to Quebec, and then south-to-north from Martin Luther King Boulevard (MLK)/32nd Avenue to I-270/U.S. 85 & 60th to S.H. 2. The grant is federal funded and will be administered by the Colorado Department of Transportation (CDOT) as a local agency project. The city is serving as contract administrator and project manager for this multi-agency project.
Project Goals:
The goals of the Project are as follows:
• Identify preferred alternatives for connectivity projects that will improve the local transportation network within the study area.
• Identify implementation phasing strategies that could maximize connectivity benefits for stakeholders within the study area.
• Provide high-level analysis of environmental resources in the study area that may be impacted by transportation alternatives
• Establish planning-level concept designs and cost estimates for each identified alternative in order to pursue regional and/or federal funding opportunities
Schedule:
The city will issue a Request for Proposals in the next few weeks following council adoption and the approval of the IGA by the state controller. The study is expected to last 12 months.
Financial Impact:
The overall project budget is $1 million, with $700,000 coming from the DRCOG grant and each local government committed matching funds of $100,000. The grant amount was already included in the 2016 budget process so city council action to recognize the funds is not necessary. City Council will need to approve and recognize an intergovernmental agreement at a future meeting to account for the $200,000 in funding from Adams County and the City & County of Denver.
