Title

A RESOLUTION AUTHORIZING EXECUTION OF GRANT AGREEMENT BY AND BETWEEN THE CITY OF COMMERCE CITY AND ADAMS COUNTY REGARDING FUNDING FOR RAGWEED DRAW OPEN SPACE AND RIVER RUN PARK IMPROVEMENTS.

Body

Summary and Background Information

Ragweed Draw Open Space is a 45-acre open space that has a soft surface trail, native grasses and shrubs, and a ball field at the north end, in addition to serving drainage purposes. River Run Park is approximately 14-acres and includes a playground, ball field, open grassy area, shelter, perimeter path, restroom and sand volleyball court. Both Ragweed Draw Open Space and River Run Park are located in the River Run Subdivision, one of the first areas developed in the northern part of Commerce City over 20-years ago. The amenities are aging, and the irrigation systems and playground need to be updated.

On March 29, 2024, the City submitted an Adams County Open Space grant application in the amount of $500,000 for Ragweed Draw Open Space and River Run Park improvements. This project includes new irrigation systems at River Run Park ball field, and two areas within Ragweed Draw Open Space, in addition to a new playground at River Run Park. A match of $600,000 is being provided.

On July 9, 2024, the City was awarded a Adams County Open Space Grant for $500,000 for the Ragweed Open Space and River Run Park Improvements Project.

Adams County agrees to disburse grant funds to the City through reimbursement for the payment of costs upon successful completion of the project, or on a quarterly basis. Itemized Reimbursement Requests are required for reimbursements. If the project takes two full years to complete, the Reimbursement Request for the final period of the project must be received by July 9, 2026 to remain compliant with the Project Completion Date. Reimbursements disbursed from Adams County shall not exceed 45.45% of total project costs with cumulative reimbursements totaling no more than $500,000 based on a total project cost of $1,100,000.

City Manager Rogers will sign the Adams County Open Space Grant Agreement.
