Title

64th Avenue Corridor Study Status Update

Body

Council approved the execution of an intergovernmental agreement (IGA) between the City and the Colorado Department of Transportation (CDOT) regarding funding the 64th Avenue Corridor Study in September of 2023. The purpose of the study is to advance a complete streets vision for 64th Avenue, which includes the identification, recommendation, and prioritization of multimodal improvements that are needed in the corridor. The overall project, both the study and execution of the recommendations, aims to increase safety and enhance the transportation infrastructure to accommodate various modes of transportation, including pedestrians, cyclists, and transit users.

The scope for the study phase of the project consists of an evaluation of various transportation system and roadway enhancements, including multi-use paths, bike lanes, intersection safety improvements, and roadway cross-section reconfigurations. Upon completion, the study will help to make the identified projects competitive in grant applications for complete design and construction.

At this time, the study is the only potion of the project that is funded and the City is utilizing grant funds from the Highway Safety Program to complete the study. Matching funds for the grant are also being leveraged from the Capital Investment Program (CIP) budget.

Once the IGA had been executed, the City and identified consultant began work on the study. As of June 2025, the project team has completed nearly all of the traffic study, concept development, and public engagement portions of the project. The next step will be to develop final report and preliminary (+/- 10%) engineering drawings.  The more refined engineering will help to improve the construction cost estimate and identify major conflicts or issues that will need to be resolved during design.

A timeline of the study is below:

o                     Fall 2024: Traffic data analysis

o                     Winter 2024: Public open house to understand community concerns

o                     Spring 2025: Public open house to review three proposed improvements

o                     Summer 2025: Develop draft of corridor plan

o                     Fall 2025: Public open house to present final concept design

o                     Late 2025: Final corridor plan

o                     2026: Seek grant funding to implement recommended projects
