Title

A RESOLUTION AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A CONTRACT WITH MICHAEL BAKER INTERNATIONAL, INC. FOR DESIGN AND PRECONSTRUCTION SERVICES FOR THE WIDENING OF AND IMPROVEMENTS TO COLORADO BOULEVARD

Body

Summary & Background

The purpose of this resolution is to authorize the City Manager to negotiate a contract with Michael Baker International, Inc. for design and other preconstruction services for the Widening of and Improvements to Colorado Boulevard.

The City applied for and received a Safer Main Streets Grant from DRCOG in December of 2020.  The City entered into an Intergovernmental Agreement (IGA) with the Colorado Department of Transportation (CDOT) in October of 2021 for the administration of the grant funding.  The total estimated cost for the project is $3.4 million.  The $3.4 million is broken out as $2.72 million from DRCOG and $680K from the City.  This grant program funds infrastructure projects that improve safety and accessibility along urban arterials, especially for vulnerable users who depend on a reliable urban street network such as pedestrians, bicyclists, motorcyclists, transit users, the elderly, and those with disabilities.

The City's project consists of roadway improvements to Colorado Boulevard from East 68th Avenue to East 70th Avenue for the purpose of providing bicycle and pedestrian connectivity through sidewalks and bicycle paths to the light rail station near Colorado Boulevard and East 70th Avenue.  In addition, these improvements will provide an important pedestrian connection to the new Adams 14 elementary school located on East 68th Avenue.  The anticipated outcome of this project is to improve efficiency and safety for pedestrians and bicyclists in the area.

The project scope includes design and construction of improvements to Colorado Boulevard from East 68th Avenue to East 70th Avenue including curb and gutter to the outside edge of the travel lanes.  Multi-modal facilities will be provided through a six-foot wide concrete sidewalk on one side of the roadway and a bike path on the other side.  Drainage improvements and street lighting will be included in the project.

The engineering design is expected to be completed in 2022. Project will be bid in Q1 2023 with construction scheduled to start in Q2 2023 with completion in early 2024. Our grant requires that the project be completed by June 1, 2024.

In regards to the bidding process, a Request for Qualifications (RFQ) was posted on the City website and the Rocky Mountain E-Purchasing website.  Three valid RFQ’s were received on the due date of February 11, 2022 with Michael Baker International, Inc. receiving highest rating.
