Summary & Background

The purpose of this resolution is to authorize the City Manager to use Adams County Amendment 4 to RFP.AF.2019.000, Emergency Vehicle Equipment and Light Installations to “upfit “19 Police vehicles acquired in April 2023.  These 19 emergency vehicles were received at the City without emergency lighting, or equipment packages, and cannot be placed into service until the upfitting is complete. 

 

The 19 Police vehicles received in April are a combination of four (4) police models; Edge, F150 pickup, Explorer and Expedition.  The vehicles are being upfitted to support five (5) Police functions; Detective, Marked Patrol, Sergeant, Slick-Top (no light bar on top of vehicle) Supervisor and Slick-Top Patrol.

 

In order to expedite the installation of the upfitting for these 19 Police vehicles so they can be put into service as soon as possible, staff researched existing Request for Proposals (RFP) specifically for emergency vehicle equipment and lighting in other jurisdictions with cooperative language. This would allow the City to “piggy-back” on an existing contract rather than take more time to develop, advertise, and procure a vendor for the same services. This strategy could potentially save the City several months putting the police vehicles into service.

 

The Adams County agreement provides for parts, installation and warranty that can be used to expedite the upfitting process.  This reduced wait time will replace aged police vehicles and add new vehicles that are needed to support Police functions. The City plans on issuing an RFP for the next round of vehicle upfitting later this year once this first round is complete to ensure pricing is competitive.

Financial Impact

The estimated total commitment from the City for this agreement is $520,853.00. Attachment 1 shows a break out of the costs for parts and labor to upfit the 19 police vehicles.

 

Funding Sources

Commerce City will utilize the Vehicle Capital Vehicle Outlay Fund, Account #630-15-600-801-003) for the total amount, with a current fund balance of $2,333,712.

Approve a Resolution authorizing the use of Adams County Cooperative Amendment 4 to RFP.AF.2019.000 Emergency Vehicle Equipment and Light Installations to install emergency lighting and equipment on nineteen (19) City of Commerce City Police vehicles.
