Summary & Background
The purpose of this resolution is to amend the Design Contract with Michael Baker International for the Widening of Colorado Boulevard Project to account for additional costs not included in Resolution 2022-15, originally authorizing the vendor selection.
Colorado Boulevard between 68th Avenue and 70th Avenue is an important segment of roadway between the RTD Light Rail station and the new Alsup Elementary location. The City applied for a Safer Main Streets grant from CDOT/DRCOG. The City was awarded the grant for $2,720,000 - 80% of the projected project cost. The City’s match is 20% of the project cost, which is $680,000.
The project will continue the bicycle and pedestrian improvements that were installed for the segment of Colorado Boulevard from 70th Avenue to 72nd Avenue, extending the multi-modal transportation options for the area. The City has applied for a Revitalizing Main Streets grant through CDOT which, if approved, will provide pedestrian improvements all the way to the Alsup Elementary School site (See Attachment 1 Project Map).
The Colorado Boulevard project will include bicycle lanes, wider sidewalks, and curb and gutter to improve the roadway. In addition, storm drain improvements will be added. The typical roadway cross-section for Colorado will be planned for two (2) through lanes (one in each direction), bicycle lane, curb, gutter and sidewalks.
The City Council approved the vendor selection on March 7, 2022 in the amount of $485,871.32 (See Attachment 2 for March 7, 2022 City Council Agenda Item for reference). The Right-of-way portion of the design fee was not included as the scope had not been determined. No right-of-way is anticipated, but temporary construction easements will be required. This Amendment will add the temporary easement design and acquisition services to the contract, which increases the contract by $153,637.00 (See Attachment 3 Contract Amendment).
Easement acquisitions are scheduled for early 2023. Roadway construction is scheduled to start in Spring 2023 and be completed by 2024.

Financial Impact: The total of this amendment is $153,637.00 bringing the total contract is $639,508.32.
Funding Source: The project will be funded from Account 395-15-750-346 - Colorado Blvd Bike & Pedestrian, which was set up for this project.
Staff Recommendation: Approve resolution authorizing the City Manager to the design contract with MBI for the Design and Preconstruction Activities for the Widening of Colorado Boulevard project.
