Summary and Background Information:
The Commerce City Information Technology Department are seeking to enter into a contract with Axon Enterprise, Inc for the use of Axon Body Warn Camera, Interview Room and Taser Hardware and Software, Licenses, and Cloud Storage. In 2016, at the direction of City Council, a Request for Proposal for Body Worn Cameras was initiated. After a competitive bid process, Taser (now doing business as Axon Enterprise, Inc) was awarded the contract. The City then entered into a new contract with Axon in 2019 to expand and continue the use of the Axon products. At that time, Axon developed and offered new technology that integrated with existing software and supported the Police department's operations. The current contract ends in December 2024 and the new product line includes new enhancements and features to the software, report-writing tools and advanced hardware, and evidence and third-party camera storage options to meet the demands of our growing City. Continuing to use Axon’s suite of products in the Commerce City Police Department aligns with the City Council goals for High Performing Government through simplifying internal processes allowing for an improved customer experience, managing staff workload through automated tools and features and expanding technology to increase the Police Departments ability to protect public safety and prevent crime.
A 2024 budget request was approved to implement the Axon Records Management System. This system is part of the Axon software suite and is expected to go-live in 2026. Continuing with Axon to provide the software and licenses is critical for the success of the RMS project. Additionally, Axon provides cutting edge Body Warn Camera hardware, Tasers and new features within the software suite that will provide efficiency in report writing and digital evidence storage. The Commerce City Police Department is heavily integrated with Axon and continuity of operations is critical, with much of the equipment used by the Commerce City Police Department is manufactured and sold exclusively by Axon Enterprise. The City Manager has approved a Sole Source procurement and staff has confirmed that pricing offered was competitive with State of Colorado Cooperative agreement channels and discounts.
