Title

A RESOLUTION AUTHORIZING EXECUTION OF GRANT AGREEMENT BY AND BETWEEN THE CITY OF COMMERCE CITY AND ADAMS COUNTY REGARDING FUNDING FOR PIONEER PARK SCOREBOARD REPLACEMENT PROJECT

Body

Summary and Background Information

Pioneer Park is a very active, high-use park that receives tens of thousands of visitors annually. The park is 37 acres and located in the southern area of Commerce City, surrounded by several residential areas. The park is inclusive and has various amenities, including four baseball fields, a batting cage complex, a skate park, basketball courts, an aquatics park, a splash pad, community shelters with picnic areas and grass gathering areas for community or individual use.

Three of the four scoreboards that support the baseball fields were installed during the original build of the park in 2004. The fourth scoreboard was installed in 2008 during a park enhancement project. All four scoreboards are outdated, presenting several challenges, such as limited functionality, frequent maintenance requirements and inefficiencies in providing real-time information during games. Replacing the scoreboards will address these issues and align with industry standards, ultimately enhancing the atmosphere at the park and the surrounding community.

On March 29, 2024, the City submitted an Adams County Open Space grant application in the amount of $25,000 for the Pioneer Park Scoreboard Replacement Project to replace four baseball scoreboards. A match of $80,327 is being provided.

On July 9, 2024, the City was awarded a Adams County Open Space Grant for $25,000 for the Pioneer Park Scoreboard Replacement Project.

Adams County agrees to disburse grant funds to the City through reimbursement for the payment of costs upon successful completion of the project, or on a quarterly basis. Itemized Reimbursement Requests are required for reimbursements. If the project takes two full years to complete, the Reimbursement Request for the final period of the project must be received by July 9, 2026 to remain compliant with the Project Completion Date. Reimbursements disbursed from Adams County shall not exceed 23.7% of total project costs with cumulative reimbursements totaling no more than $25,000 based on a total project cost of $105,327.

City Manager Rogers will sign the Adams County Open Space Grant Agreement.
