Flock Camera System Presentation

Body

Summary and Background InformationThe City of Commerce City has experienced its share of crime.  While the CCPD officers have done an admirable job in tackling it, the police cannot simply be in every place at every time.

The Commerce City Police Department has searched for various ways to improve the safety of our citizens, community, and make quality of life improvements.

Our search led us to Flock Safety, (flocksaftey.com), a company which works with police agencies, businesses, and community members.  Their company has products which include cameras, (stationary as well as those with pan/tilt/zoom features), license plate readers, and gunshot detection capability.  Their website also includes details on their products as well as various case studies, news articles touting various police agency’s successes with their products, and other informational items.  Flock Safety currently has over 3,000 communities around the United States who utilize their services.

CCPD chose Flock Safety for several reasons.  First, they are one of the only companies which allows video footage from various businesses, school districts, and other sources to feed into their system.  Secondly, the three products CCPD has chosen, (cameras, license plate readers, and gunshot detection), have been proven to aid in both identifying criminals and areas for officers to patrol.  Additionally, the Flock Safety system is fully scalable, meaning cameras and other products can be continually added and expanded upon, including a Real Time Crime Center (RTCC), as well as partnering with other police agencies.

To begin implementation, CCPD chose a southern area of Commerce City where crime, gunshots, and quality of life issues have been problematic.  We also wanted to ensure this initial phased area included both Urban Renewal Areas, (Derby and Mile High Greyhound Park).

The products offered by Flock Safety will not just be beneficial to CCPD.  When choosing Flock Safety, CCPD wanted to make sure their services would aid other City of Commerce City departments including Urban Renewal, Parks and Recreation, Communications, Code Enforcement, Community Well-Being, and Community Development.  The camera system alone will aid both Urban Renewal and Community Development in demonstrating Commerce City’s commitment to developing and maintaining a safe city.

Finally, by using these three proposed Flock Safety products in the designated area, we believe it will help CCPD work towards several of City Council’s goals including:

1.                     Protect resident health, safety, and education by promoting public safety, environmental health, and sustainability.

2.                     Develop and maintain public infrastructure, facilities, and transportation to improve community appearance and encourage continued development.

3.                     Address the full spectrum of housing needs, encourage sustainable development, and protect residents through enhanced oversight and balanced residential growth.

4.                     Lead in managerial best practices through strong stewardship of public funds, being an employer of choice, and providing technologically innovative and transparent public service.

Due to the unique products and proprietary services Flock Safety offers, which other companies do not, a sole source procurement would be the most appropriate.  If City Council authorizes the Flock Safety project, CCPD will work with the company to begin rollout of their products in December 2023.
